Define what happened before deciding what to count. A button tap, delivered inquiry, qualified opportunity, and booked job are different events with different business value.

Write the event contract

For each event, record its trigger, destination, unique record, source information, and owner. A form event should describe the point it represents, such as server acceptance or confirmed delivery. A thank-you screen can be useful evidence, but it does not prove that the office received a usable request. Include failure and duplicate behavior in the specification.

Inspect the selected bidding goals

Google distinguishes primary and secondary conversion actions. Review both the action settings and campaign goal selection; custom goals have an exception that can make included secondary actions relevant to bidding. Do not assume that a secondary label alone prevents every use. Save the actual configuration instead of relying on a generic checklist.

Test the full path

Run a clearly identified test, confirm the receiving record, and compare the event time and source. Check mobile behavior and repeated submissions. Mark test data so it does not become sales evidence. Recheck after a form provider, consent setup, domain, or booking integration changes.

  3. Verify receipt and deduplication.
  4. Retain a test record for the current release.

A practical question

Can every engagement event be a lead conversion?

That would mix interest with inquiries. Keep events such as FAQ opens and page engagement available for diagnosis without reporting them as delivered leads.
